This first issue of Volume Four of Regions & Cohesion continues a trend of articles that gained momentum in Volume Three, focusing on the territorial aspects of welfare in social cohesion debates. The Summer 2013 issue of the journal presented a collection of articles that specifically discussed the role of borders and border policies in social cohesion politics. Although this collection was not intended to be presented as a thematically specific issue, the simultaneous arrival of these pieces highlighted the importance of borders in defining the territorial limits of cohesion and the ensuing renegotiation of these limits in political debates. For example, the article by Irina S. Burlacu and Cathal O’Donoghue focused on the impacts of the European Union’s social security coordination policy on the welfare of cross-border workers in Belgium and Luxembourg. The article illustrated the limits of this regional policy as cross-border workers do not receive equal treatment compared to domestic workers in the country of employment. Similarly, an article by Franz Clément in the same issue analyzed the “socio-political representation” of cross-border workers and discusses how such workers can mobilize for socioeconomic rights in institutions aimed at worker protection (such as professional associations, trade unions, etc.). Both articles show that despite formal regionalization of legislation concerning social rights and representation, national boundaries clearly present challenges to cross-border workers who have difficulty negotiating rights in both their country of employment and country of residence.
English abstract: Focusing on the European Union (EU) and the Common Market of the South (MERCOSUR) this article presents the manner in which regional organizations apply underlying tenets of global social policy (GSP). It notes the challenges regional entities face in doing so. It also argues that the application of GSP at the regional level is important given the nature of many socioeconomic challenges, the effects of which are often felt regionally. Included in the analysis are theoretical premises justifying social policy both at the global and regional levels. In a period of economic hardship with an ever-widening inequality gap, there is pressure to roll back regional endeavours to manage social challenges. However it is exactly during such a period that robust regional measures need to be sustained or put in place to integrate global social policy, map out new social responses to problems, or implement existing regional social norms.
Spanish abstract: Centrándose en la Unión Europea (UE) y en el Mercado Común del Sur (MERCOSUR), este artículo presenta la manera en que las organizaciones regionales aplican los principios básicos de la política social global (PSG), y señala los desafíos que dichas entidades enfrentan al hacerlo. El artículo también sostiene que la aplicación de la PSG a nivel regional es importante dada la naturaleza de muchos desafíos socioeconómicos cuyos efectos con frecuencia se sienten regionalmente. En el análisis se incluyen premisas teóricas que justifican la política social tanto a nivel global como regional. En un periodo de dificultades económicas con una brecha de desigualdad cada vez más amplia, hay una presión por reducir los esfuerzos regionales para enfrentar los desafíos sociales. Sin embargo, es precisamente durante este tipo de periodos que deben mantenerse o poner en marcha sólidas medidas regionales para integrar la política social global, trazar nuevas respuestas sociales a los problemas o implementar existentes normas sociales regionales.
French abstract: En se concentrant sur l'Union européenne (UE) et le Marché commun du Sud (MERCOSUR) cet article entend présenter la manière dont les organisations régionales s'appliquent principes sous-jacents de la politique sociale globale (PSG). Il met en relief les dé fis auxquels sont confrontées ces entités régionales. Il fait également valoir que l'application du PSG au niveau régional soit importante compte tenu des nombreux dé fis socio-économiques dont les effets sont souvent ressentis au niveau régional. Des prémisses théoriques sont incluses dans l'analyse a fin de justifier la politique sociale tant bien au niveau mondial que régional. Dans une période marquée par la crise économique et le fossé toujours grandissant des inégalités, on observe une ne e pression visant à faire reculer efforts régionaux destinés à gérer les dé fis sociaux. Or, c'est justement pendant ce e période que des mesures régionales robustes doivent être maintenues ou mises en place pour intégrer la politique sociale globale; planifier de nouvelles réponses sociales aux problèmes ou me re en œuvre les normes sociales régionales existantes.
English abstract: This contribution analyzes whether the transboundary use of mineral resources by Canadian companies contributes to local and regional cohesion. The analysis is based on documental reviews, a field visit, and conversations with stakeholders of Canadian mining projects in Mexico. The results strongly suggest that, despite the bene fits that are advertised in the discourses of the Canadian and Mexican governments, this economic relationship is not fostering social cohesion as would be expected. Rather than helping dispossessed sectors of Mexican society satisfy their basic needs, the lack of social responsibility on the part of national governments and some transnational mining companies is generating numerous environmental and social impacts and is resulting in violations of human and indigenous people's rights. This situation, however, is fostering social cohesion through shared values among dispossessed communities in Mexico, and between them and various civic, human rights, and environmental organizations in Canada.
Spanish abstract: Esta contribución analiza de qué forma el desarrollo de recursos mineros en México por empresas canadienses influye en la cohesión social local y regionalmente. El análisis se basa en revisión documental, visitas de campo y conversaciones con informantes clave. Los resultados fuertemente sugieren que esta relación comercial no está contribuyendo a mejorar la cohesión social como sería de esperarse si la minería contribuyera al desarrollo sustentable según lo promocionan los gobiernos de México y Canadá. En vez de contribuir a reducir la pobreza, se han generado diversos impactos sociales y ambientales debido a la falta de responsabilidad social que prevalece en el sector minero. Estos incluyen violaciones de derechos humanos y gentes indígenas. Sin embargo, estas consecuencias negativas están favoreciendo la cohesión social entre las comunidades afectadas por la minería en México y las organizaciones civiles en Canadá que están ejerciendo presión en Canadá para que haya cambios en el sistema político y legal para asegurar que las empresas canadienses operen de manera social y ambientalmente responsable.
French abstract: Ce e contribution entend voir de quelle manière l'utilisation transfrontalière des ressources minérales par des entreprises canadiennes contribuent à la cohésion locale et régionale. L'analyse se fonde sur l'examen des documents, une visite sur le terrain, et les interviews menées avec les parties prenantes des projets miniers canadiens au Mexique. Les résultats suggèrent fortement que, malgré les avantages formulés dans le discours des gouvernements canadien et mexicain, ce e relation économique ne conduit pas à la cohésion sociale comme on pourrait s'y attendre. Plutôt que d'aider les secteurs déshérités de la société mexicaine à satisfaire leurs besoins de base, le manque de responsabilité sociale de la part des deux gouvernements nationaux et certaines entreprises minières transnationales produit de nombreux impacts environnementaux et sociaux qui se traduisent par des violations des droits de l'homme des peuples indigènes. Ce e situation, cependant, favorise la cohésion sociale à travers des valeurs partagées entre les communautés dépossédées au Mexique, et entre eux et diff érentes organisations civiles défenseurs des droits de l'homme et environnementaux au Canada.

English abstract: This article examines public policies and development of institutions at the U.S.– Mexico border related to the progression of cross-border health governance. Establishing interlinkages between health and security aspects of the border collaboration, I systematically present a descriptive panorama of the problems inherent to cross-border health governance and analyze institutional perspectives and border typology. As borders continue to change with time, cross-border collaboration continues to be shaped and redefined. In analyzing the challenges facing the border today, what would effective cross-border governance entail? Who are the actors and what are the processes that may facilitate cross-border health governance?
Spanish abstract: Este artículo examina las políticas públicas y el desarrollo de las instituciones en la frontera México-Estados Unidos en relación con la progresión de la gobernanza sanitaria transfronteriza. Estableciendo vínculos entre el sector salud y los aspectos de seguridad de la colaboración transfronteriza, la autora presenta sistemáticamente un panorama descriptivo de los problemas inherentes a la gobernanza sanitaria transfronteriza y analiza las perspectivas institucionales y la tipología de frontera. Como las fronteras continúan cambiando con el tiempo, la colaboración transfronteriza continúa redefiniéndose y tomando forma. En el análisis de los desafíos que enfrenta la frontera hoy, ¿qué implicaría una gobernanza transfronteriza eficaz? ¿Quiénes son los actores y procesos que facilitarían la gobernanza sanitaria transfronteriza?
French abstract: Cet article examine les politiques publiques et les développements institutionnels survenus à la frontière américano-mexicaine dans le domaine de la gouvernance sanitaire transfrontalière. En établissant des liens entre la santé et les aspects sécuritaires de la collaboration transfrontalière, j'entends ainsi dresser un panorama descriptif des problèmes inhérents à la gouvernance sanitaire transfrontalière, tout en analysant les perspectives institutionnelles et la typologie des frontières. Alors que les frontières continuent d'évoluer avec le temps, la collaboration transfrontalière ne cesse continuellement de se façonner et se redéfinir. Au regard des défis actuels de la frontière, quels enjeux impliquent une gouvernance transfrontalière efficace? Qui sont les acteurs et lesquels sont susceptibles de faciliter la gouvernance de la santé transfrontalière?
Since 2007, a small fishing village on the island of Jeju in South Korea has been fighting the decision to build a naval base next door to a UNESCO biosphere reserve. This article takes a closer look at the civil disobedience movement, based on the author's primary observations and impressions. Furthermore, it analyzes the environmental, geostrategic, and economic arguments put forward by the government and the protesters' subsequent response. In this fight between David and Goliath, the Gangjeong protest, more than having the actual power to stop the construction, is an example of citizens from all walks of life no longer quietly accepting disregard for democratic values.
Rumam Chamalkan (Nietos de los Kaqchikeles, Grandchildren of the Kaqchikel) is a folkloric dance-drama group from San Jorge La Laguna, Guatemala. Like other Maya initiatives that have come out of the postwar years in Guatemala, this group strives to preserve and maintain the traditions, memory, and identity of the Maya by retelling the stories of their elders and bringing their heritage to new generations and to the world. They endeavor to unite their people around common images and symbols, binding them together, and strengthening their social connectivity. Efforts of the Maya in regard to artistic, literary, and other creative expressions of heritage as well as forays into the political, economic, cultural, linguistic, and environmental systems of the country and world have begun, collectively and cohesively, to make a dent in the wall of inequality, repression, and discrimination that the world has built around the Maya.
