More than twenty-five years after the revolution that toppled the German Democratic Republic, we still know little about the personnel of the organization that should have prevented it: the East German Ministry for State Security (Stasi). This article reports on an individual-level investigation of the entire Stasi leadership cadre of the Karl-Marx-Stadt district with information on socioeconomic status, careers, institutional constraints and organizational culture. Although a generational cleavage was evident, we argue that Stasi leadership was so deeply convinced of socialism’s superiority and so thoroughly habituated to the bureaucratic routine of the normal “party soldier” that it was caught utterly by surprise with no plan to annihilate massive opposition from within.

Within a mere five years, the Alternative for Germany (AfD) has established itself in the German party system. During the same period, however, it has undergone a significant ideological transformation as well. Initially regarded as a direct competitor to the small-government Free Democrats, the AfD has since adopted the tried-and-tested electoral approach of other right-wing populist actors by embracing welfare chauvinist positions, linking the survival of the welfare state to that of the nation state. In doing so it has made substantial inroads into the blue-collar electorate, in some German states even overtaking the Social Democrats as the preferred choice of the working class.

Leading through a Decade of Crisis—Not Bad, After All

Germany’s Leadership Demand and Followership Inclusion, 2008-2018

The decade following the great economic and financial crisis of 2008 saw the European Union demanding regional leadership. The eu has also suffered a number of other existential crises, such as the ongoing refugee crisis, the Ukraine-Russia military confrontation, the revival of nationalism and radical right-wing populism, alongside the “trade war” between the United States and the eu. The article develops a novel theoretical framework structuring leadership as a peculiar typology of power, characterized by the capacity of both including “followership” countries’ interests and providing crisis management. Our central argument is that Germany responded strategically to leadership demand in Europe through a positive power role, exhibiting the inclusion of followership and multilateral leadership rather than hegemonic, together with crisis management skills based on solid influence over regional outcomes. Conclusions are drawn from five key case studies drawn from different policy areas.
