The 2017 federal election illustrated the transformation of Germany’s political party system with six parties managing to enter the Bundestag. With the Christian and Social Democrats finally coming to an agreement almost half a year after the election, a grand coalition is set to govern for two consecutive terms for the very first time. The Alternative for Germany’s success also signaled the definite parliamentary establishment of right-wing populism in Germany. Multiparty coalitions that bridge ideological gulfs as the political fringe has grown in size are a new reality that must be accommodated. The 2017 election and subsequent arduous negotiations point towards a period of uncertainty and further upheaval for Germany’s party system.
This article examines the 2017 German national election through the lens of lesbian, gay, bisexual, transgender, and intersex (lgbti) interests. It depicts the ways in which sexual minorities articulated their policy preferences, the degree to which these positions were taken up in party platforms and electoral discourse, and the extent to which the resulting coalition agreement pledged to address queer citizens’ concerns. I argue that, as a result of what Sarah Childs and Mona Lena Krook call a critical actor, this election provided sexual minorities with a high degree of responsiveness on one core issue: marriage equality. Other issues of interest to lgbti voters, however, remained largely invisible. The conclusions here are based on analysis of primary documents including interest group statements, party platforms, and coalition agreements, as well as on German-language news coverage of the election campaign.
Four inter-related factors shaped the 2017 campaign of Angela Merkel’s cdu/csu: (1) ambivalence over her successful modernization of the cdu; (2) fallout from her 2015 refugee policy; (3) a party strategy that bred complacency while mobilizing skeptics; and (4) tactical miscalculations. Merkel’s cdu/csu came in first, but suffered record losses, while the right-wing populist Alternative for Germany emerged as Germany’s third party. The campaign, its result and—with a fragmented and polarized party system—her need to build another grand coalition all seemed sure to fuel recriminations within the cdu/csu over identity, strategy, and personnel in a post Merkel era.
The Alternative for Germany (AfD) made history by winning 12.6 percent of the vote and capturing ninety-four seats in the Bundestag in the federal elections of 2017. This article asks whether the AfD’s rise threatens to undermine the strategy of containment that contributed to the demise of previous incarnations of the radical right. It argues that the current strength of the AfD is a direct result of Angela Merkel’s decisions to rescue the Eurozone and to welcome over one million refugees since the fall of 2015. While the AfD is still likely to suffer a collapse similar to other radical right parties, its consolidation or strengthening would have major consequences for Germany and for Europe.
With a vote share of just 20.5 percent, the Social Democrats’ (spd) 2017 Bundestag election result was a disaster. Despite initially deciding not to continue the Grand Coalition (GroKo), when negotiations on forming a Jamaica coalition failed, the Social Democrats found themselves back in coalition talks they never wanted. Although a strong minority of party members remained opposed, in the end the coalition agreement proved to be the best strategic alternative and is a Social Democratic success, especially concerning the level of social expenditures. In light of the election outcome, the success of the new GroKo is highly important for the coalition parties, as well as for Germany and its people.
With Brexit, the European Union has entered the first phase of unprecedented and potentially wider political disintegration. This is a reflection of the growing division between the eu’s core political agenda, defined under Germany’s increasingly uncompromising hegemonial leadership throughout the past decade, and the political preferences of the periphery in Southern and Central-Eastern Europe. This article critically examines the multiple effects of Germany’s dominant leadership role in the eu since the onset of the Eurozone sovereign debt crisis on the basis of a liberal intergovernmentalist perspective. It also considers future perspectives for German leadership in the eu after Brexit. As Angela Merkel enters her fourth term as German chancellor, she faces growing domestic political pressures and dwindling support for German leadership in the eu. German leadership is therefore more constrained than ever at a time when it is urgently needed to steer the eu away from further disintegration and towards lasting consolidation. The latter will require Berlin to engage profoundly in rebuilding a multilateral eu leadership constellation with France and Poland, which develops an inclusive policy agenda that represents the growing diversity of national interests amongst the remaining eu-27 member states.
The German election of 2017 has produced an unstable government which is unlikely to offer the kind of leadership in foreign and security policy that Europe and the larger West need in a turbulent time. Chancellor Angela Merkel will be in a weaker position than before with the loss of key cabinet positions to the Social Democrats and the Bavarian Christian Social Union. Many will be looking past her as the struggle to succeed her will increase. The key foreign policy agenda will include Europe and the Franco-German relationship, Russia, Turkey and Transatlantic relations. Merkel 4.0 is likely to be a transitional and unruly government that will bridge the end of the Merkel era and the start of one led by a new generation of leaders.
