‘Tis the season of anniversaries in Germany. 2009 unfolded like a hit
parade of history. March ushered in the sixtieth anniversary of the founding
of the Federal Republic and May witnessed the sixtieth anniversary of
the end of the Berlin Blockade. After a summer lull, the seventieth
anniversary of Nazi Germany’s invasion of Poland fell on 1 September
and in October, the twentieth anniversary of the first Monday demonstration
in Leipzig took place. Finally, the month of November offered up a
major date—the twentieth anniversary of the fall of the Berlin Wall—and a
lesser one, suited more for the political connoisseur: the fortieth anniversary
of the Social Democratic Party’s (SPD) ratification of the Godesberger
Program. 2010, of course, culminates in October with the twentieth
anniversary of unification.
Perhaps two generations after the modest beginning, the FRG's successes and failures have become amenable to a more balanced evaluation. From the vantage point of the "Berlin Republic," the key question has shifted from whether the second German democracy would survive at all, to the reasons for its relatively positive course and to the extent of its lingering problems. This chapter first delves into the emergence of popular myths that characterized the Federal Republic's difficult search for identity. Secondly, it takes a look at some of the West's actual accomplishments in problem-solving, because such a comparison helps explain the eventual collapse of the East. Finally, it scrutinizes several of the competing explanations so as to reveal their political agendas and discuss their analytical limitations. Instead of presenting a simple success story, this reflection therefore strives for a critical appreciation. The paper concludes that at sixty, the FRG has entered a comfortable middle age, leaving be hind some of its earlier drama, but exuding a sense of competent normalcy. The mythical challenges of postwar reconstruction and recovery of international respectability have receded, followed instead by everyday concerns that are much less exhilarating. There are still plenty of problems, ranging from an aging population to a lack of full-day childcare, but they are shared by other advanced industrial societies. Moreover, after a century of first arrogant and then dejected difference, the German Sonderweg has finally come to an end. As a result of the meltdown of the Anglo-American version of unrestrained capitalism, the German model of a socially responsive market economy has even regained some of its prior luster. Hence, the postwar record of cautious incrementalism inspires some confidence that the Germans will also manage to meet the unforeseen political and economic challenges of the future.
The author ponders over the identity of the last self-identifying East German and wonders what he or she will say before leaving memories of the region behind. He distinguishes among three possible candidates for this honor: the ordinary citizen with little aspiration to political or social notoriety; the enthusiast with an interest in perpetuating the old regime's values; and the dissident activist dedicated to transforming that order. After identifying the likely last East German, the author speculates about the message our protagonist will have to share with the leaders of unified Germany. Finally, he provides reasons for why the Federal Republic can benefit from this advice.
The Federal Republic of Germany—both before and after 1989—has been influenced deeply by collective memories of the Nazi period and the Holocaust, a seemingly "unmasterable past." In a first phase after unification, memory trends, which had their origin in the mid 1980s, continued, but a second period, beginning around the 1999 move of the capital back to Berlin, however, witnessed the erosion of this older trend and the delayed rise of new memory dynamics. Substantively, there have been three vectors of memory concerning Nazi crimes, German suffering, and the period of division, especially regarding the German Democratic Republic. In this article, I outline the major collective memory dynamics and debates, first from a qualitative and then from a more quantitative perspective where I analyze the holdings of the German National Library. I conclude that an intense period of memory work characterized the postunification years, but the peak of concern was reached several years ago and the German future will be much less beholden to the past. Given inevitable normalizing trends and the unintended consequences of the hegemony of Holocaust memory, Germany's difficult historical legacy increasingly appears to be disappearing or even mastered.
There is no question that with Barack Obama the United States has a rock star as president who—behooving rock stars—is adored and admired the world over. His being awarded the Nobel Peace Prize nary a year after being elected president and barely ten months into his holding the office, testified to his global popularity rather than his actual accomplishments, which may well turn out to be unique and formidable. And it is equally evident that few—if any—American presidents were more reviled, disdained and distrusted all across the globe than George W. Bush, Obama's immediate predecessor. Indeed, the contrast between the hatred for the former and the admiration for the latter might lead to the impression that the negative attitudes towards America and Americans that was so prevalent during the Bush years have miraculously morphed into a lovefest towards the United States on the part of the global public. This paper—concentrating solely on the German case but representing a larger research project encompassing much of Western Europe—argues that love for Obama and disdain for America are not only perfectly compatible but that, in fact, the two are merely different empirical manifestations of a conceptually singular view of America. Far from being mutually exclusive, these two strains are highly congruent, indeed complementary and symbiotic with each other.
This article addresses how recent German films depict unification, placing special emphasis on the question of cinematic time. In contrast with Germany's most internationally successful films about the East German past—including Das Versprechen (1994), which emerged in the un-reflected moments not long after the fall of the Wall, Das Leben der Anderen (2006), which portrayed daily life under the shadow of the Stasi, and even Good Bye, Lenin! (2003), which depicted the period immediately following the fall of the Wall—and with the intention of identifying an alternative mode of depicting the GDR past, this paper explores a post Wende cinema of disillusionment. It examines: the revaluation of the time of unification itself in Oskar Roehler's Die Unberührbare (1999); the time of demission subsequent to unification as portrayed in Robert Thalheim's Netto (2004); and, the forsaken time of the postunification present as depicted in Christian Petzold's Yella (2007). The article provides an overview of this cinematic tendency, and comments specifically on how these three films represent the difference between the passage of historical time and its subjective experience.
This article analyzes the evolution of sexual politics and cultures in post-unification Germany, tracing these through three stages. First is the more immediate aftermath, in the early to mid 1990s, of ostalgische consternation over the loss of what Easterners understood to be the special qualities of GDR sexual culture, analyzing this consternation in the context of the—mutually conflicting—fantasies that Easterners and Westerners had about each other, replete with Easterners' ideas about how capitalism deforms interhuman interactions and Westerners' ideas about the deformations caused by totalitarian surveillance. A second stage runs from the mid 1990s through to the early twenty-first century, and includes both the convergence between East and West on the governmental policy level and the growing similarities identified in Easterners' and Westerners' sexual habits and mores. The third stage concerns the more recent past of the last five years and emphasizes the paradoxical coexistence of, on the one hand, strong commitment (on both the governmental and popular levels) to liberal values of individual sexual self-determination and toleration of diversity and a general sex-positive climate with, on the other, tremendous anxiety about the rise of European Islam (with its purportedly intrinsic hostility to both homosexuality and female sexual independence) and about the precipitous decline of the German birthrate. Attention is also paid to the newest policy directions with regard to adolescent sexuality and age of consent laws, abortion access, and disability rights.
From its founding in 1949 through the dramatic events of 1989/90, the Federal Republic relied on a concept of "blood-based" citizenship (jus sanguinis), hoping to sustain ties between the peoples of the divided nation, as well as to protect "co-ethnic" groups scattered throughout historically defined eastern territories. Geographical reconfiguration, generational change and globalization processes have rendered Germany's insistence on an ethno-national citizenship paradigm detrimental to its own political and socio-economic interests. Ostensibly the real "losers" of unification, more than seven million "foreigners" and children of migrant descent are now set to become the long-term winners of Chancellor Merkel's pro-active measures to foster their integration and education. Making very effective use of EU initiatives on migration policy, Merkel has adopted a holistic approach to integration as a means of overcoming the FRG's looming demographic deficit and shortage of high-tech laborers. This study begins with profiles of three "migrant" generations and the changing opportunity structure each has encountered, leading to different degrees of identification with the new homeland. It then summarizes key features of the 2007 National Integration Plan, and examines factors allowing Merkel to blaze a trail through the perilous "immigration" territory all previous Chancellors had feared to tread. Despite internal opposition, Angel Merkel's pro-active efforts to redefine "what it means to be German" has, paradoxically, given the Christian Union a chance to modernize its own identity.
Germans are inordinately preoccupied with the question of national integration. From the Kulturkampf to the Weimar Republic to the separation of East and West, social fractiousness is deeply ingrained in German history, giving rise to a desire to unify the "incomplete nation." Yet, the impulse to integrate German society has long been ambivalent. Between Bismarck and the Nazi interregnum, top-down efforts to force Germans to integrate threatened to erase valued differences. The twentieth anniversary of German reunification is the occasion to assess the reality of and ambivalence towards social integration in contemporary Germany. A review of economic and social measures of East-West, immigrant, and Muslim integration provides many indications of progress. Nevertheless, social cleavages persist despite political integration. Indeed, in some aspects, including in the party system, fragmentation is greater now than it was two decades ago. Yet successful social integration is a two-way street, requiring newcomers and oldtimers to interact. Integration of the European Union to some extent has followed this German path, with subsidiarity ensuring a decentralized social model and limited cohesion. German ambivalence about social integration is a major reason for the continuing social fragmentation of the society.
This article traces four contested identity claims that carry gender meanings into politics and express the gendered tensions awakened along specific dimensions of institutional change across the past twenty years. The cultural definition of the German nation in the face of immigration, the integration of the German state in a transnational project of making a single Europe, the economic restructuring of unification and its effects on the resources and opportunities available on each side of the former wall, and political changes in the representation of women in state offices, by parties and in national policy-making all reflect continuing struggles over the institutionalized boundaries of inclusion and exclusion as a nation, an imagined community. All of these processes engage passionate feelings about gender relations and have implications for the ordinary lives of women and men as citizens and family members in the new Berlin Republic.
