“Liquid modernity” is a concept that Zygmunt Bauman suggested to

describe a certain condition in advanced modern societies where changeability,

unpredictability, and unreliability have become core features

determining individual life and social interaction.1 Diminishing party loyalty

and increasing voter volatility, erratic but often vociferous articulation

of political preferences and participation, and a marked shift towards populism

all belong to the political fallout from Bauman’s condition of liquidity.

With his notion of the “fluid five-party system,” Oskar Niedermayer has

further developed the metaphor.2 On the one hand, his concept attempts

to capture the new structural characteristics of the German party system,

i.e., its fragmentation and structural asymmetry. On the other hand, it

seeks to capture the changed relationship between the individual parties,

specifically their mutual demarcation and rapprochement in the context of

coalition strategies. Indeed, having to compete in a five-party system and

trying to optimize their strategic position in a context of high unpredictability

is the major new challenge Germany’s political parties are having

to confront.

The result of the 2005 Bundestag election provoked difficult questions concerning the political positioning of the SPD. Should the Social Democrats negate the Schröder government's Agenda 2010 reforms in order to regain voters from the Left and envisage a government coalition with the Left Party, even though this party has been portrayed as "unfit to govern"? Or should the SPD stick to the center, at the risk of losing even more voters to its leftist competitor? Based on a theoretical concept of different party goals (vote, office, policy, and democracy-seeking) and strategic party behavior, this article explains why the SPD did not succeed in establishing a promising strategy with regard to these questions. This failure is caused mainly by the party's internal divisions and its severe leadership problems. In addition, the structure of German party competition and the institutions of federalism make it even more difficult to handle these problems with success.

This article deals with the political, programmatic, and organizational changes within the Christian Democratic Union (CDU) during the time of the second grand coalition (2005-present). For the CDU, the period of the grand coalition is a time of waiting concerning its organizational and programmatic reform processes. Thus, the election of 2009 will be crucial for the political development of the party—in respect to its political profile, as well as its strategic options within the political market.

Following the end of their government coalition with the Social Democratic Party, German Green Party leaders spoke of "a dawn of new opportunities" for Alliance 90/The Greens. They wanted to capitalize on the strategic opportunities afforded by Germany's new five-party system and on the unexpected rise of climate change in public debate. Shortly before the 2009 federal election, however, the party's "new opportunities" seem rather limited. Selectively focusing on one particular explanatory factor, this article contrasts the Green's neo-radical eco-political position as it has emerged since 2005 with the ways in which environmental issues are addressed by the currently popular LOHAS (Life of Health and Sustainability) consumer movement. It suggests that the German Greens may have paid too little attention to the ongoing reframing of the environmental issue in public discourse and that this has impaired their prospects for a swift return to government office.

After the first Bundestag elections in 1949, the Free Democratic Party (FDP) established itself as kingmaker either of the Christian Democrats or the Social Democrats. The entrance of the Green Party into the German Bundestag in 1983 brought about a significant change in the German political landscape, which challenged the German Liberals to redefine themselves. At present, it seems that the FDP is on its way back into the federal government after ten years of opposition, although "neoliberal" ideology is currently facing a severe international crisis. This constitutes a puzzling issue for political scientists, which is addressed in this article by analyzing the factors that can explain the German Liberal's latest success. Furthermore, the FDP's chances in comparison to the other two small parties (Left Party and Greens) are discussed. Finally, attention is focused on the characteristics of the FDP's election campaign and its coalition options for 2009 and beyond.

Despite its recent electoral successes, the Left Party's position in the German party system is more fragile that it may at first appear. The Left Party gained support in 2005 largely on account of dissatisfaction with other parties and not because masses of voters were flocking to its (nominally socialist) cause. Not even a majority from within its own supporter base thought it possessed "significant problem solving competences." Rather, much of the Left Party's political discourse is based on negative dismissals of much that it sees—in policy terms—before it. We discuss the Left Party's political development through the prism of populist politics. After outlining what we understand populism to mean, we analyze the Left Party's programmatic stances and political strategy within the context of this framework. Although populism is certainly not the sole preserve of the Left Party, it clearly excels in using populist tools to make political headway. We conclude by discussing the ramifications that this has for German party politics in general and for the Social Democratic Party in particular.

Right-wing extremist and populist parties operate in a rather difficult social and political environment in Germany, rendering notable electoral success fairly improbable, especially when compared to other European countries. The main reason for this is the continuing legacy of the Nazi past. Nevertheless the neo-Nazi National Democratic Party of Germany (NPD) managed to gain substantial votes in recent Land elections and became the leading force in the right-wing extremist political camp. Its success is attributable to rightwing extremist attitudes in some parts of the electorate in connection with a widespread feeling of political discontent. Nevertheless, it is questionable whether the NPD will be able to transform these attitudes into a viable ideological basis for two main reasons. On the one hand, maintaining a neo-Nazi ideology makes the NPD unattractive to many potential voters. On the other hand, given its internal power struggles and severe financial problems, the party may be unable to meet its challenges in organizational terms.
