At a time when European integration faces many crises, the efficacy of public policies decided in Brussels, and in member state capitals, for managing the everyday lives of average Europeans demands scrutiny. Most attuned to how global uncertainties interact with local realities, anthropologists and ethnographers have paid scant attention to public policies that are created by the EU, by member state governments and by local authorities, and to the collective, organised, and individual responses they elicit in this part of the world. Our critical faculties and means to test out established relations between global–local, centre–periphery, macro–micro are crucial to see how far the EU's normative power and European integration as a governance model permeates peoples' and states' lives in Europe, broadly defined. Identifying the strengths and shortcomings in the literature, this review essay scrutinises anthropological scholarship on culture, power and policy in a post-Foucaultian Europe.
At a time when European cities redefine themselves through 'culture' in an attempt to attract tourists, investors and potential residents, policymakers have to negotiate different notions of 'local culture' defined by state governments on the one hand and by the EU on the other. Drawing upon research conducted in the Polish city of Gdańsk in the context of the redevelopment of its urban landscape, the article illustrates how 'local culture' is redefined as 'culture of freedom' by municipal and state institutions in order to establish a relationship of historical continuity between the time when Gdańsk was a thriving multicultural city and the post-socialist present. The article puts forward the argument that while the reformulation of local culture as 'culture of freedom' involves reconciling notions of national identity with new norms of local, regional and European integration, it does not necessarily entail the supersession of nationalism.
In this article, I use the current struggle over recognition of rights for same-sex couples in Italy as a window on larger policymaking processes. Associazione Radicale Certi Diritti is leading the charge for the recognition of rights for same-sex couples in Italy with its innovative national campaign Affermazione Civile that seeks to obtain marriage equality for same-sex couples in Italy through the deployment of judicial initiatives. Through the Affermazione Civile project, Italian LGBTI rights activists successfully circumvent national politics and advance recognition of same-sex couples' rights in Italy. I argue that recent policy changes with respect to the treatment of this group are direct products of the EU's influence on the national judicial system and demonstrate a continuing trend towards increased judicial activism at the expense of national politics. This article illustrates how the EU influences the making of national public policy outside the economic realm in unanticipated and unintended ways.
While the European Union currently lacks a mandate to govern reproductive health services and policies, reproductive governance is increasingly debated both at the EU and the nation-state levels. The EU has taken formal positions to promote access to comprehensive reproductive health services. In tension with the EU's position is the Vatican, which promotes the use of conscientious objection to decline the provision of certain health services. Currently, the use of conscientious objection is mostly unregulated, prompting debates about supranational regulation at the Parliamentary Assembly of the Council of Europe (PACE) meeting in Paris in 2010. This article uses the lens of the PACE meeting debate to consider the cultural, historical and political specificities and agendas that give shape to competing arguments about rights, health and state sovereignty. I argue that political rationalities directed towards reproduction locally and the supranational rights debates work synergistically to paralyse European reproductive health policymaking.
This article presents qualitative and quantitative findings on provisioning activism in Italy, focusing on Solidarity Purchase Groups (Gruppi di Acquisto Solidale, GAS). By using quantitative data about GAS growth, numerical consistence and economic impact and through ethnographic insights based on prolonged fieldwork, it identifies the GAS movement as an ecological, economic and political counterculture. I discuss the implications for policy efforts at the regional and state level, highlighting both potentials and shortcomings of promoting GAS as means to sustainable development. In particular, I identify the issues of trust, informality and direct democracy as distinctive of GAS practice. However, this positions solidarity economy vis-à-vis policymaking in a potentially oppositional rather than interlocutory stance.
From 1989, new plans to enlarge the EU caused growing public disenchantment with the future of European integration as a viable model of cooperation among states and peoples in Europe. To manage disenchantment, EU actors designed various policy tools and techniques in their approaches to European peripheries such as Turkey. Among these, they intensified and perfected processes of pedagogy where EU actors assume that they have unique knowledge of what it means to be 'European' and that they must teach accession candidates how to become true Europeans. Based on accounts of EU politicians and officials, past experiences of government officials from former EU candidate states and Turkish officials' encounters with the EU's accession pedagogy, this article explores the EU's enlargement policy as a pedagogical engagement and the responses it elicits among Turkish governmental representatives, in order to test the reconfigurations of power between Europe and the countries on its margins.
This article approaches money as the object of a particular type of remembrance work occurring in present-day, post-communist Bucharest. Since the 1989 revolution, the Romanian leu has changed numerous times in appearance and value. Piecing together observations from over a decade of fieldwork in Bucharest, I evaluate everyday behaviours and conversations surrounding these changes, and examine how the leu has been implicated in subjective, highly charged encounters closely bound to the workings of memory. The leu's fluctuating terminology, along with its material and imagerial variations over time have triggered poignant associations and recollections that often remain unspoken, embedded in unseen realms of the mind. By emphasising the leu's role as an everyday artefact and its connections to processes of 'communicative' memory, I point to the present-day climate in Bucharest as one where perceptions of the leu's multiple forms and manifestations reveal strong ambivalences towards current accession-era values, as well as deep uncertainties about Romania's 'European' future.
This article addresses the function of public presentations of personal memory in a post-conflict context and explores whether they may contribute to a preservation of that conflict. In particular, it examines the reception of performed memories of violence and its aftermath by audiences who have lived through similar experiences. To do this, it will discuss observations from empirical research on a verbatim theatre production in Northern Ireland, Heroes with Their Hands in the Air, that used interviews with relatives of those killed or wounded in an incident that came to be known as 'Bloody Sunday'. Drawing on the responses to the stories portrayed, it argues that, although such performative re-enactment of memory may contribute to an affirmation of collective identity and thus to preserving boundaries, it allows a community of memory to examine past events of suffering and explore impacts that reach into the present.
